Example:

I make a custom button. I log into another user account. The button in Start Menu is missing. So classic Shell works only for one account and is corrupted on any other. This obviously needs to be fixed, as this sort of corruption is somewhat of a bug. I need the settings to be shared for all users, so is there any option to?

Settings are per-user. If you want to set certain settings for all users, look at the Administrative Settings section in the documentation. It has to be done manually because only administrators can write the HKLM section of the registry.
