I don't know if this would be possible, but I thought I'd just throw it out there anyway. I was wondering if Classic Shell's settings could be changed per theme. For example, how about changing the Start Button or the Start Menu skin when the user changes a Windows theme (perhaps even the Start Button text/tooltip text)? This would make things a lot easier for users who switch between themes a lot. I don't know exactly how this would work, maybe custom entries in a .theme file that Classic Shell will look for? In any case, this would be a very nice feature.

Yes, I already suggested that the settings be remembered per theme. At least, the skin and start button. This would be very helpful.

I also thought it would be nice to have different start button settings based on the taskbar's icon size. That would be useful as well.
