I have an idea of how it could work. Items that are set to display as a menu could have a button labeled 'edit menu', that would bring up a UI for editing the menu of the item. There would then be separators and some pre-made items to place in the menu, or you could create custom menu items. That way, the windows 7 start menu could be more customizable! :D

Here's another idea. You just point it to a folder on disk and put your custom items there.

I did not say it was a great idea. But it will allow you to create simple sub-menus.
