It would be helpful if there was a link on the skin tab , that opened the users skin folder (and maybe even the skins repository webpage on the forums).. that way users can more easily add/delete new skins..

also optional scroll over tool-tips for skin options would be nice

Yes, good idea. Also, for the Start button tab, where it can open a link to the 'Start buttons' section of the forum.
