As I'm sure you know, when you select "Shut Down" in Windows 8 + 8.1 it simply hibernates and pretends to shut down, giving you a quicker boot when you press the power button next time.

But this option doesn't install updates or anything which requires a reboot to complete, which is what the "Restart" option is for.

Can an option be added so that the "Proper Shutdown" is shown instead of "Shutdown" which in case you didn't know was to hold down the shift key whilst pressing restart, which gives you a hidden menu which has the proper shutdown option, which does what every previous version of Windows did!

In Classic Start Menu on Windows 8, the behavior is the same as what you get from Windows 8/8.1's Power menu (Win+I -> Power).

Clicking just "Shut down" does the hybrid shutdown. Shift+Shut down does a full shutdown. Restart does a proper reboot. Shift+Restart shows the Advanced Startup options.

Additionally, when Windows updates are available, you get "Update and Shutdown" and "Update and Restart" options in the menu.

I'm pretty sure that Shift + ShutDown doesn't do the FULL, Proper shutdown aka Windows XP/Vista/7

Did you try it? It does because it was added. :) To confirm that, go to Sounds Control Panel and check the "Play Windows startup sound" option. Then do Shift+Shutdown (you must hold down Shift till the point you click Shutdown). If upon booting, you hear the Windows startup sound, then it did a full shutdown because when you resume from a hybrid shutdown, Windows 8/8.1 does not play the startup sound.
