1. Open Start
2. Type any existing command or program name (like 'UAC')
3. There will be some in the list. Hold "Ctrl+Shift" (combination to run a ahortcut with admin rights) and click mouse on the item
4. You will get the error:
"Windows cannot find ***
Make sure you typed the name correctly, and try again."

Yeah this happens for dialogs that do not support elevation:

If you type:

account variables

into the Classic Shell Start Menu search box and press Ctrl+Shift+Enter, it will say

Windows cannot find '::{26EE0668-A00A-44D7-9371-BEB064C98683}\0\::{ED7BA470-8E54-465E-825C-99712043E01C}\{37092408-D49C-451D-B56D-78B243DC475C}'. Make sure you typed the name correctly, and then try again.

But if you type:

account variables

into the Windows Start Menu/Start screen and press Ctrl+Shift+Enter, it doesn't try to start it elevated. It just opens it without elevation (and so, no error).

UAC is not a program name. It is a settings page.

It was the example.
The full name for that 'shortcut' is "Change User Account Control settings". If I create a desktop shortcut and then run it using Ctrl+Shift+Enter, it will start normal - it SUPPORTS elevation. So the problem is only in Classic Shell.
"Sound" and other programs starts normally.

Yes, the full name is "Change User Account Control settings". But it is not a program. It is a settings applet. It appears in the "Settings" category of the search, not the "Programs".

The Classic start menu will always attempt to start whatever you select as admin, regardless if it makes sense or not. That allows it for example to open documents as admin. The Windows 10 start menu doesn't do that - it only launches programs as admin and everything else normally. That's why it appears to work for you.

Thanks for your reply.
1. I have account with user rights, not admin.
2. I use Classic Start Menu and if I type "UAC" (or "Change User Account Control settings") and then run it (just double click on it), it runs UAC, I type my password and then UAC settings opens.

3. I use Classic Start Menu and if I type "UAC" (or "Change User Account Control settings") and then run it Ctrl+Shift+Enter, it runs UAC, I type my password and then I have error

Hm, interesting.
What happens if you run a regular program the same way, like Notepad?
