the fixed window size for "settings for classic start menu" is a problem on my win7 12" laptop. the action buttons on the bottom are hidden by the taskbar and so unavailable. in general, fixed window sizes are always a problem somewhere along the line and should never be used.

The window size is not fixed. You can resize the window to be bigger. There is a minimum size that ensures that the necessary controls fit inside the window.
If you have a tiny screen with large DPI setting there will always be something that doesn't fit. You need to lower the DPI or increase the size of the monitor.
You can also try pressing Enter to accept the settings and Escape to cancel them.

Ctrl+Enter=OK in Settings window and Esc=Cancel.

I have a 12.5" display. Resolution 1920 x 1080. DPI set to 150%. Settings window fits inside with some space below and above it. What is your display resolution and the DPI setting set in the OS?
