I cannot do this from the All Programs list. The properties dialog does not show a target, and the app icon is blank,

Correct. Apps are not executables and you can't have shortcuts to them on the desktop or in Explorer.

@brrogers10, On Windows 8, there is a way to create a shortcut to open Modern apps from the desktop. See this tutorial: How to start a Modern app from desktop

On Windows 10, one change I noticed is that apps can now be dragged from the Microsoft Tiled Start Menu to the Desktop and the shortcut the OS creates can launch them from the Desktop too.
