Not sure if this is a bug. But is there any way I can fix this?

You could try right clicking the Start button -> Exit. Then open C:\Users\<your user name>\AppData\Roaming\Classicshell and delete the DataCache.db. Then start Classic Start Menu again from C:\Program Files\Classic Shell\ClassicStartMenu.exe. See if the icons return.
