I don't understand what you mean by it doesn't start with Windows itself but still Win key opens it? Unless it has started, Win key won't show the Classic menu. If it does not start, then Win key will show the Windows 10 tiles.

Classic Shell 4.3.0 works with Windows 10 Creators Update except for a taskbar skinning issue. You can open Start menu settings and click the Backup button. Click Save to XML files. Upload that XML file here attached inside a ZIP so we can take a look at your settings and find what's wrong.

I am using Windows 8.1 Pro x64. I am able to show a taskbar jumplist and then left click on the Start button - the jumplist closes and the Start menu opens. I have no idea why it doesn't for you.

Ohh can you give more details anyway to help others facing the same issue? Or simply uninstalling and reinstalling GPU drivers fixed it? That seems odd, some configuration change must be happening with the driver reinstall that fixes the issue.

Change the style to Windows 7 style first from leftmost tab and then you'll be able to set the default Shutdown command.

If you want to use Classic styles, go to Customize Start Menu tab and double click "Shutdown" in the left column and change the command.

I think the Start menu style tab needs a minimum vertical size, although I guess the Start button settings on the style tab could be moved to the right of the styles instead of below (since most Windows PCs have horizontal screens). Right click the installer EXE and select Properties. Make sure it has a Digital Signatures tab and the signer is Ivo Beltchev.

Also if/when you get a UAC prompt to elevate the EXE as administrator, make sure its verified publisher is Ivo Beltchev and that the UAC prompt is not yellow.

Tablet mode is controlled by the operating system, so while switching between Tablet mode and Desktop mode, some inconsistency between which menu opens is to be expected.

Just press the Win key once to close the wrong menu after toggling Tablet mode.
