I have no idea where I got this from.
It's only good for a normal 100% display size and needs to be set to tile horizontally.
Use the small taskbar image for small taskbar (30-pixel height)
Use the large taskbar image for large taskbar image(40-pixel height)

About the xml file. For myself, I never recall having a problem. I don't trust it because others have. I can only assume what happens is a user makes changes from a non-matching version, saves then uses that on a different version again. I looked a little for file location, then gave up.
I just made screenshots and removed the background with Gimp.
Problem- when I use Classic shell, the windows image has dropped down and shifted to left by one pixel.
I included the original screenshot 125 % size and other one with extra pixels.

If you made a backup XML file on the HP desktop, then loaded that XML file on Gateway desktop, it should set everything same unless, the skin is not one included in Classic Shell program. If you just want a normal menu size image without having to resize it after download, try this site:
