I've switched back to the standard Windows Explorer. The behavior is the same, so at least it's not Classic Explorer's fault. Seems like it must be a Vista/Win7 thing that wasn't like that in XP. You can drag shortcuts into the Start menu, and into the Programs menu. But for some reason, not the Settings (or Documents) menu.

Thanks for the reply. That setting doesn't appear to do anything. Is it dependent on the theme being used? I'm not using Aero, but instead a variation on Windows 7 Basic.
