That did not make a difference! Same problem when shell is uninstalled and reinstalled

Having downloaded and installed Classic Shell, I am not able to change the User Picture or the lock screen picture in Windows 8 The browse button does not show and the two options are greyed out as if not accessible Does anyone know how to resolve this so that I can change the pictures on both ? Man...
