Start Event Viewer and see under Windows Logs -> Application log if there are any Windows Installer (MSI) related errors and what it says. You can right click the "Application" log to hide "Information" events and show only Warnings and Errors. Here you go: Product: Classic Shel...

It just rolls back and fouls up my 3.6.5 install. I've also tried "safe boot" and "diagnostic startup," but no go.System restore gets me back on track.
