I just answered my own question! I took a chance and created a new key called "EnableExit" and set it to 0 just like the settings, and imagine that! It works - It removes the Exit option when right-clicked...and for all users too if placed in HKLM.

The EnableSettings set to 0 in HKLM worked great for me! Is there a registry setting that will also prevent the 'exit' menu item from appearing when right clicked to keep the users from stopping it? (I know our help desk will be swamped with 'How do I get it back?" because they may think it is ...
