Attached is the HKCU, and HKLM hive export. I have restarted the machine several times and have also logged out and logged in as a new user and done a gpupdate /force

There is some data but most of the settings are not in either hive. Is this because I am on 8.1?

So i have set the GPO settings using the GPO from 2014 4.0.4 version using 4.1 CS. The GPO is at the Root of the company's GPO's yet the settings do not seem to be getting set. what is wrong.

We are using:
windows 8.1
Classic Shell 4.1
Active Directory 2012 r2
