Yes, now classic skin looks exactly the same as no skin as far as line spacing is concerned (i.e. too big), and I found no way to adjust it - skin or no skin.

I am using classic-style start menu with no skin on windows 7. After the upgrade from 4.0.4 to 4.1 line spacing in the start menu increased, as a result some of the frequently used [sub]menus stopped fitting to screen height.
