Way discribed here viewtopic.php?f=8&t=7900 and as a result here http://classicshell.net/faq/#explorer_toolbar was helped for me.

Classic Explorer 4.3.1 installed on Windows 2008R2 SP1 x64 does not show "Upper level" button and doesn' t show Classic Explorer Bar at all.
All these work in Windows 7 SP1 x64.
What is wrong ?
