I solved the problem, the solution was that the normal menu delay should not be 0. I set it to zero and then changing the percentage has no use at all.

Hello, I just installed Classic Shell Windows 7 Start Menu (on Windows 8.1) and configured it the way I like it to behave. I have to say that this tool is really great.
