You can also create a shortcut to "C:\Program Files\Classic Shell\ClassicStartMenu.exe" and put it in your startup folder as a workaround. As I had the same problem, I put ClassicStartMenu in my startup folder but now I tested Open an administrative command prompt and type "regsvr32 ...
