What I did was open "Start Menu Settings"...performed a 'search' for "HOVER" and then made sure "Classic Start Menu" was enabled...rebooted..and that issue was resolved...will work on the other option now regarding General Behavior"..

Am having this issue as well after recently upgrading to the latest version... What's even stranger...when I go to "Start > Programs > Sub-Folder" The "Classic Shell" folder is HIGHLIGHTED...as if Windows 'thinks' I want to go that folder !:D (see attached jpeg "classic_shel...
