I am upgrading from version 3.6.7 to version 4.1.0. As a result, I am converting from pushing out user registry settings to using the GPOs (user) that are provided. I am not sure what settings are contained within the binary registry value CSettingsDlg.

Yes, explorer shows them properly. http://imageshack.com/scaled/medium/15/pjsy.jpg It's some sort of shell folder, so I can't see file extensions. The empty items issue with ZENworks 11.2 (same version, hasn't changed) still exists in v3.6 and v3.8 when the Windows theme is not Windows Classic (Control Panel - Personalization). Since upgrading Classic Shell from v3.8 to v4.0, my Novell ZENworks 11.2 icons/folders on the start menu no longer work. To be specific, the submenu items are displayed with unknown document icons. No, it won't alert everyone yet. The update notification has intentionally not been rolled out yet because a lot of people don't try the betas and RCs and then when 4.0 is declared as RTM, they directly try it and all the real issues and bugs start getting reported. :D Ivo might do a quick 4.0.1 up...
