RESOLVED I 've solved the problem by elimination Of course we've all got lots of programs running and one of mine was causing the issue. from the Start menu -> All Programs -> Classic Shell -> Classic Start menu settings -not working more than once though! Also tried directly form program files folder.- no change in problemOk AVG on or disabled = no effect to problem. I added ClassMenu exe to avg exceptions- no effect either. classic...

Its the menu settings pop up I'm referring to it doesn't pop up again. You have to restart the classic start program to 'reset' the situation. Each time its restarted the 'menu settings' pop up works each time but it only comes on once now. re clicking on it, you see a momentary spinning disc...but ...
