Hmm I just tried opening a configuration program for one of ePSXe's GPU plugins, and it wasn't able to find the config file that it writes to. However, it would seem that not every program is having this issue... Some examples: OBS, Project64, Stepmania 5, and SumatraPDF all seem to have no trouble ...

If I do that, it runs as it should. It's able to find everything just fine :/ .

Also, this issue does not occur if I add a shortcut of ePSXe.exe to a library, then add the library to the start menu displaying as a menu.
