I just upgraded to 8.1 and 4.0.2 and am having the same issue sorting programs pinned to the start menu. Auto arrange is unchecked, yet I am unable to drag them to a new sort order. No matter what I do they are sorting by name and I would like to manually put them in my preferred order.
