I do not know the language in which the classic menu is programmed. In C++ for example, you can do it by using the _fstat function and checking for the S_IREAD bit. This bit is set if the user has read permission on a file.

Yes, in Windows Explorer the folder looks exactly the same as in the classic startmenu. You still see the blank icons, but you can not access them. I think that the Windows menu checks the permission attributes. When there is no read permission for the user on the shortcut, it is simply not display...
