Issue resolved. Uninstalled and reinstalled Classic Shell and then set up old PC next to me on the other side to replicate settings. That is NOTHING like the other two and not really that different from the stock Win 10 bad start window UI.

Ugh just not my day... wrong pic after all that as there is no start menu on the one above. One last time with the Start Menu Pic on new PC missing all the benefits of Classic Shell on the other two PCs.
