Thank you sir!

It was the Internet Explorer (which I don't use) Tools -> Manage Add-ons. All fixed.

After upgrading to 3.9.1 beta & 3.9.3 beta I find that I no longer have a classic explorer toolbar despite all attempts to make it show up. I can access classic explorer settings through start -> all programs -> classic shell. Also noted that the beta downloads were about half the size of the 3....
