Here I am again!
The taskbar is unchanged aside from the color to match the start menu.
I used 7+ Taskbar Tweaker to add seconds to clock and other things.
The wallpaper comes from here:

The programs I used are Classic Shell and Rainmeter. The Wallpaper is one from Nintendo. The Start Menu skin is XP Classic Retro. The Start Button is a custom with the help of juniper7.
