Some of the buttons do not work. I push them and nothing happens.

I am running the latest version of Classic Shell and Win 10. I have a 27' screen. I would like to run screen setting at 175%. Some of the icons in the tool bar do not work at that 175% setting. Also, I cannot get the control panel to work in the start menu to work. Does anyone have any suggesti...
