It was Zone Alarm. If I tell it not to run on startup and reboot the start menu works.
Both worked together fine for a couple of weeks. I'm not sure why it stopped.

I did a repair install with no change.

I terminated the task and restarted it with no change.

Any other ideas?

It worked for weeks but now I get the Win10 default menu. The "Classic Start Menu" process is running. If I try to click on the "Classic Start Menu Settings" shortcut nothing happens. This might have started with a Windows update. The results of ClassicShellUtility are attached. ...
