My thought is that whatever changed this may open up an opportunity to skin the program section separately. I'm already imagining all of the cool things that could be possible if that's the case. Either that or taskbar skinning's short life is already ending, which would suck. Let's hope it's the fi...

Click your notification icon and make sure Tablet Mode is not on. If it is, turn it off and everything will be normal again.
