Has Classic Shell ever been hacked to exploit a PC? Is there any reason to be concerned about this going to Win10 & 4.2.3?

What's the best way to get from 8.1 & 4.0.6, to Win10 & 4.2.3? 1) Upgrade 8.1 to Win10, then upgrade 4.0.6 to 4.2.3 ? 2) Upgrade 4.0.6 to 4.2.3, then upgrade 8.1 to Win10? 3) Something else? Besides Tiles, are there any notable Win10 features I won't have access to? I've read several reviews...
