It isn't "Windows 7" style either. I purchased a copy of the international version of 8.1, and I had exactly the same thing show up until I finished coercing everything into American English alone. I assume it looks the same in Windows 10 as well.

Okay, I see. There just happens to not be any explicit accelerators that don't use the first letter, then, but if there were that letter would be highlighted instead.

Okay, that does work.

The accelerator underlining still does seem weird. At least on my system, it looks like by default, only the Control Panel, Help and Support, and Run links get the underlining when you press Alt.

It's not jumping between them, it's just jumping to Computer and sitting there no matter how many times I press Alt-C. Computer doesn't have the accelerator underline, either.

Alt-R does immediately open Run, so that part of the functionality is working for me.

There are settings that control what left click, shift left click, right click, and shift right click do. Maybe your setting for what a right click does got changed somehow? It's worth checking, at least.

Yeah, I asked partially because the classic start menu already seems to have a decent grasp on what apps are and how to handle them. I wouldn't really expect integrated desktop program uninstallation any time soon, if ever.

You can also reconfigure the default behavior so that left clicking opens the Windows start menu instead of the Classic Shell one. It's under the Controls Tab.
